Sanctioning of map is necessary before starting any construction if, anyone constructs any construction without sanctioned map or any illegal construction then that building can be demolished by branch or in some cases according to the instructions of government building can be regularized by taking Composition Fee.
Municipal Corporation sanctions the Building Plans submitted by the applicant as per Building Bye-Laws for the construction of their proposed building which is mandatory for them at the Single Window. If any person constructs any building without seeking prior sanction from the Corporation, the notice is being issued for the said unauthorised construction. After that the compoundable cases are compounded and the remaining non-compoundable constructions are demolished as per law. The Building Branch keeps the check on all the constructions in the city. Building Branch also keeps watch on the implementation of the T.P. Schemes as per Sanction Plans by the Govt. Any citizen can contact the Building Branch for any query regarding Building Plans.

After completing the file as mentioned above, shall be deposited at Single Window along with applicable fee. The chargeable fees are as under:
(A) Building Fee1). Development Charges: Rs. 5 per 1000
2) Water charges:- Rs 6/- per thousand of the estimate cost (these rate are leviable only in area where w/s pipe line has been laid by Municipal Corporation Bathinda)
3) Gaushala Fee: - Rs 50/- per file.
4) Labour Cess: - All estimates above Rs. 10 Lac @ 1% labour cess its leviable on an estimated cost of Rs.10 Lac or more. In addition following fees are charged wherever applicable.
(i) Composition Fee: - If construction has been raised before sanction of site plan, The composition fee is chargeable (If compoundable as per law) on the covered area as below:-
(ii) Deviation charges : Whenever a manufacturer designates a more detailed map of the map, then 25% of the additional construction fees are attracted by Deviation Charges.
(iii) First demolition charges: - When a manufacturer makes a map of the new construction by showing the construction of the old construction in the map, then the Map Nomad creates a map of the framework for the construction of a separate structure Demolitions are being charged at Rs 6 per 1000 installments.
(iv) Sub Division charges: - if plot is not as per the size mentioned in scheme zoning plan, Sub division charges Rs 30/- sq.ft. are chargeable. If application submitted is found in order as above , the time limit for sanction of building plan is as below:- Up to 500 sq. yard plots 30 working days.

CLU (Transmission Charges): At present the commercial building in Town Planning Scheme area is Rs. 2358 / - per yard per unit area till March 2019 is charged. From April to April each year In 10% commulative increments are increased. CLUs on unauthorized misconduct change the amount of 10% additional charges is charged. According to government's memo no.:dir TP (LG) -2014-1552 dated 26.08.14, on business construction in non-scheme area. External Development charges (EDC), Change of land use charges (CLU), Urban Development Cess (UDC) and permission fee (PF) are charged. In the non scheme plan area, the charges mentioned in the C.T.P. (SAS) -2017/2200 dated 06-10-2017 are revised, the details of which are as follows:

under the service act 2011 30 working days have been fixed for residential maps upto 500 sq. yard approval and 60 working days for plots above 500 sq. yard. 60 working days have been fixed for CLU finalization and the time for approval of commercial map is also fixed for 60 days separately. If applicant not construct the building according to the notification of the government then MCB can take action to demolish the building.
The map has to be completed in 2 years of approval. If the construction is not completed in due course, then the developer can apply for one year time extension. Once the construction is completed, the form can fill the form and obtain the compulsory certificate from the corporation.
Note: The maps come under the Category-6 (Nursing home / hospital, hotel / marriage palace, shopping complex, multi-storey apartments / colonies, cinema hall, multiplex etc.)
are accepted after the technical approval from government.
The Municipal Corporation has 17 approved Town Planning Schemes. The following 15 roads have been declared as commercial through the notification of the government from these schemes: 14/91 / 2012-1LG1 / 805 dated 27.02.2013. The details of which are as follows:

The state government has done the maps online. Unauthorized buildings and the maps will be compounded according to the government's notification.
